Now that the three-step THIRA process has been completed, the Stakeholder Preparedness Review (SPR) must be completed over the next 12 months.

 In your role as the Emergency Manager for Graniteville, SC, you are tasked with preparing a memorandum announcing the SPR to the County Council and outlining the required steps to complete the process. You should utilize any available documentation you believe is important to prepare the memorandum announcing the SPR effort. 

Instructions: • Identify and explain the steps, purpose, and importance of the SPR process in memorandum format. 

Requirements: • Two-three pages in memorandum format.
