Occupation: Rocky Ford Police Department Captain – Emergency Management coordinator

Reason considered for interview- Captain Coates has been an officer for many years and has a very blunt and honest delivery, therefore I will get the real information.

Potential Learning Outcomes– Rocky Ford is a small jurisdiction with a high crime rate and limited personal and financial resources. I would like to know what they would do if an incident occurred in their jurisdiction and what they are doing to prepare for a major incident like the Uvalde Incident.

What did you learn from your interview? 

The administration is out of touch with the needs of the police department. The police department has not had a consistent chief for many years. There has been no one to advocate or lead the police department therefore they have fallen behind in many areas- poor pay and national police shortage keeps good officers from applying, when you are short staffed no one can go to training, with no training you make bad choices and then the community does not trust you.

OBSTACLES identified

Police Budget – 1.1 million includes everything

Police Dept- 1 capt, 1 SGT, 5 Officers (each has less than 4 years police experience)

School Buildings built in approx. the 70’s – Updated buildings and security needed.

Training of Officers needed Active Shooter – Police, Fire Dept, EMS.- get everyone on the same page- the response will be better and more lives saved.

Official training of citizens/ school employees

Equipment is needed- ballistic shields and helmets. Tactical vests, drones

Ways to help relationships with community-=

Community outreach/community policing that is meaningful

Empower the community get them to invest

Hire officers who are educated (they are less likely to have use of force and complaints) – therefore you must pay the officers competitively – have enough officer to have good response times

Consistent enforcement of the laws- with transparency
